We are not aware of the internals and politics of Telemac. So, apologies if this is out of order:

Could someone explain why Telemac does not move its source code to a more modern, collaborative and open platform (e.g. gitlab, github, etc). We are developers of some tools (MDAL, Crayfish, QGIS) and would like to interact with developers of Telemac for some questions. But with forum and read-only SVN it is impossible.

Hi

it's on our plan to move to git but it takes some times to ensure we could keep the entire history of developements available on the svn.

If you would like to interact more, for the period we still stay on SVN, we could create you a branch with an account (this will not be read-only like the default account)
We could also see in the consortium if we could give you an access to our CUE system

GRASS GIS has recently completed the migration. But their infrastructure was more complicated (included bug tracking).

As a first step, maybe a read-only repo on git(hub/lab) with periodic/automatic update from SVN. There are already free and open source tools facilitate such setup.
