Hey all!

I was using the REFDATE functionality and noticed an inconsistency for different files:

- SOURCES seems to have no requirements on the location of #REFDATE
- METEO requires to have #REFDATE first, than the comments
(I did not check the BOUNDARY file)

Mixing it up will make sure REFDATE is not read. I think the order of SOURCES is more logical.
