Version 3.11.13 - alpha (#469)

1. ENHANCEMENT - #195 - Activate() should be the way to make objects ready for use
2. ENHANCEMENT - #464 - Activate() should call superclass before activating itself
3. ENHANCEMENT - #468 - EnSim should keep all metadata in a file header

1. BUGFIX - #452 - ASCII Multi-frame Rect 2D Cell not animating
2. BUGFIX - #439 - All ts2 files are not loadable

EnSim Development Statistics:
- 14 code commits (203 changed paths) to CHyMS from 7 February 2020 to 28 September 2020 (3.11.13-alpha)

The installer is ready.

I will be able to put it on CHyMS this Friday (2nd October 2020) if my COVID test comes back negative.
