I have found the weirs and sections in C:\Program Files\TELEMAC\V8P4\sources\utils\partel folder.However no source code about bridge and piers was found.
The administrator has disabled public write access.

Partel directory is dedicated to domain partitioning in case of parallel computation so the weirs and section file found are source code to deal with weirs and section in parallel...
Take time to read the documentation this will help you to understand the whole telemac system sources file structure
